There isn't a good substitute for rolled oats. They add gkuten, bulk, texture and flavor. Gluten is found in wheat flour, as well--it's the stuff that forms when you mix wheat flour and moisture that holds the recipe together, holds in air bubbles that expand from the leaveners and also can make the recipe tough if stirred too much.
